Military and Dual-Use Space Policy

The Gap Module 1 Named, Made Fully Concrete

Module 1 covered the "non-aggressive, not non-military" gap in the Outer Space Treaty's peaceful-use language. SSA-03 covered the Cold War history of that gap in practice — CORONA, DSP, SDI. This module is where the gap is fully present tense: standing military space commands, and weapons tests that have already happened, with consequences every spacefaring nation shares.

A Formal Warfighting Domain

Space stopped being a supporting function for other military branches and became its own recognized domain, with its own dedicated organizations.

US Space Force (2019)

A New Military Branch

The first new US armed service in decades, formally recognizing space as a warfighting domain on par with land, sea, air, and cyber — consolidating space-focused military functions that had previously sat inside other branches.

Not a US-Only Move

France, among other nations, has stood up its own dedicated space command within its existing armed forces. The organizational details differ, but the underlying recognition — that space is now a distinct military domain — is shared across most major spacefaring powers.

Already Happened, Not Hypothetical

Four Nations, Four Tests

Anti-satellite (ASAT) weapons aren't a future concern — four nations have already destroyed a satellite on purpose, with very different debris outcomes.

China (2007)

Destroyed its own defunct Fengyun-1C weather satellite at high altitude (~865 km) via direct-ascent missile. It created the largest single-event debris field in spaceflight history at the time, and drew broad international condemnation.

United States (2008)

"Operation Burnt Frost" destroyed a malfunctioning US satellite carrying a toxic hydrazine fuel tank, at a much lower altitude (~250 km) chosen specifically so debris would deorbit quickly — while also demonstrating the same underlying capability.

India (2019)

"Mission Shakti" destroyed one of its own satellites at low altitude (~300 km), explicitly citing China's 2007 test as the debris outcome to avoid — becoming the fourth nation with demonstrated ASAT capability.

Russia (2021)

A Nudol-system test destroyed a defunct Soviet-era satellite (Kosmos 1408), creating substantial long-lived debris that forced ISS astronauts — including Russian cosmonauts — to shelter in their return capsules as a precaution.

The Core Tension

National Benefit, Shared Cost

The Rule, Restated: As Module 1 covered, the Outer Space Treaty bars WMDs in orbit but doesn't ban ASAT weapons themselves — most ASAT tests have occurred in Earth orbit, where only the narrower WMD ban applies, not a full demilitarization requirement.

Who Benefits, and Why: A nation that successfully demonstrates ASAT capability gains a real strategic deterrent — the credible ability to threaten an adversary's satellites, which matter enormously given how much military communication, navigation, and reconnaissance now depends on space assets (SSA-03's CORONA and DSP thread). But the debris every destructive test creates doesn't stay national — it threatens every satellite in a similar orbit, regardless of whose flag it flies.

In an environment where military effectiveness increasingly depends on space assets, maintaining a demonstrated ability to threaten an adversary's satellites is a legitimate strategic necessity — no different in kind from other weapons categories major powers maintain for deterrence.

The strategic benefit of a destructive ASAT test is narrowly national, but the debris risk is shared indefinitely by every spacefaring nation's satellites and crewed missions — an externality the testing nation doesn't fully bear itself, and the exact risk Module 6 covers as Kessler syndrome.

Both are live positions in space policy discussion today. This course states them and stops there.

Space Force

ASAT (Anti-Satellite Weapon)
A weapon designed to disable or destroy satellites — not banned by the Outer Space Treaty, which only prohibits weapons of mass destruction in orbit.
Direct-Ascent ASAT
An ASAT method that launches a missile directly from the ground or a platform to physically collide with and destroy a satellite — the method behind all four tests covered in this module.
